Eats back brakes and has a terable squeal when bump is hit

I recently had my Vegas inspected and at 3100 miles I was told I needed back brakes

I find it hard to believe that this bike is so poorly designed as to eat brakes so soon

I am a senior citizen and ride the bike very conservatively

Can I expect to pay $74 plus labor every 3000 miles ?
