Over an '83 Viffer, for sure and for certain. Something from the mid-'90s, mebbe not.

A better-quality rear shock and revise the linkage to match it, put a REAL front brake-caliper and pads better than the pieces of balsa-wood they're using right now, wheels of a size to put more choices of modern rubber on them, and last (but not least) give it a new "face" - as the nose of that thing is uglier than Paris Hilton after Mike Tyson punched her in the schnozz.........
AirHawk is 100% correct on his assesment. There are some fairly cheap solutions to the issues. This bike can be tailored to you pretty cheaply whether you want a commuter, light weight ST or a carver with better fuel economy, lower insurance rates and a lot of smiles.[Go here to find out how: Ex-500.com - The home of the Kawasaki EX500 / Ninja 500R - Index. When your sick of it transform it into a track bike, presto!
