Two years of persistent efforts by powersports enthusiasts, dealers and other industry representatives have driven Congress to action.
I would hardly call this "action". As it was quite clear what the ramifications of the lead-ban Bill would have even before it was signed into Law, yet Congress (and President) was "Driven to Action" anyway.

The entire thing was as dim as the wan light from a "replacement" mercury-filled squiggle-tail bulb.........
