It's clever really. Build a motor that can operate within the same head and valvetrain using two different actuation systems. Sell one that's proven for the street and develop the other for the track that you can sell to the public at a later date. The rules simply say it must be available to the "public" and it will be. Far as I'm concerned the thing should be in the AMA series, too.
