I'da thought 'rotary molded plastic' too, but they claim they meet ECE/22-05, and I don't think a plastic pot would do that.
Could be wrong! Certainly wouldn't be the first time!

You're probably right about the roto-mold process, but the "Thermo Resin" part is just a fancy way of saying "we got these-here plastic beads, then melted 'em an' made us a helmut".
