Bought used Jardine pipes now bike tops out at 70 do i need to re-jet or is it a baffle problem?

Year make model, and yes. Might be easier to put the origional pipes back on it.

Bikes run very lean in the first place for emissions reasons. Put on open pipes and the mixture can go dangerously lean, burn holes in pistons even. You might check to see if Dynojet has a jet kit for the bike. Until then put the stockers back on.

That is only one problem, a lack of baffles. Two possible solutions; take your pick.
