92 katana carbs or vacuum leack

I set the carbs to zero. where the fuel screws and throttle plates are in the same position. when the bike runs the two left carbs show lover vacuum then the right two. At this point the bike runs ok but not great. when I adjust the vacuum to where all are the same the bike starts running really bad. My question is; what are the cowmen vacuum leaks or am i missing something?
