Default 1976 Honda cb200t

Hey Everyone...
I recently purchased a 1976 cb200t. It's in amazing condition, however, I'm having 2 issues. 1) the idle is so low that it dies in neutral unless I'm holding the throttle down a bit. If I adjust the idle adjustment screws, do I; adjust both? If so, do I turn them clockwise? At what rpm should the bike idle? 2) the electric start is not working. I use the kick start, however, it takes about 6-12 tries to fire up.

Any help would be appreciated. The bike is so fun to ride around town, but these two issues are driving me crazy.
