It is a 125cc machine that weighs about 300lbs and holds about 13hp. A quote from a review stated:

"Helmet hidden behind the small windscreen, the clock displays 130 km/h (80 mph) riding in a straight line on the flat, when flat out in sixth."

So, under optimal conditions you should be able to get it up to 80mph. Derestricted usually applies to larger engines to meet a country’s restrictions when it comes to tiered licensing.

If you don't want the bike I'll take it off your hands. I have a bunch of roads around me that would be perfect for it.

That 80mph was probably hit by someone 5'3" 120lbs in full tuck. I was riding a buddies YZF600R sitting upright and it would barely cross the ton. Then I tucked down as tight as I could and it took off to 135mph without issue. Then again I'm 6'6" about 310lbs with very broad shoulders. Basically a very heavy billboard in the wind. Same thing with my 89 pickup with only a 2.0 4cyl, above 70mph it cant push itself through the wind in top gear.

Brand new? Put some miles on it. It'll loosen up.

Take the cylinder off and raise the exhaust port 1mm. Knife edge the transfer ports, and mill a few thousands off the cylinder head, to make up for raising the exhaust port. Up the pilot jet and main jet a few sizes, and raise the needle on the carb slide one notch up. Get some high performance reed valve pedals, or just get a whole YZ125 MX top end and forget about doing all the aforementioned work. If that doesn't work, take the gas cap off and screw it on to a GSXR1000.
