I think you hit the nail on the head, if the scrapes are horizantle, it was moving. If they are pockmarks or indentations, it was stopped. Hard bags are a bit different since bikes can roll on them a bit, but the exhaust marks look like a low speed drop to me, probably not serious, but the diagonal nature makes me think it was moving a bit.

They look like sliding scrapes to me. Maybe his wife dragged it on it's side up to the garage to get help putting it on the kickstand?

Check for a small indentation on the front tire that would be caused by a stick. That indicates that it was dropped hard, but is a very low miles, seldom ridden bike.
