What are they gonna do when the "Air Cooling" (whether direct or via evap cooling towers) they're proposing is banned in the future because it could suck a pigeon or starling into it, and "contributes directly to Global Warming"?

My God I'm glad I don't live in California! I thought the Peoples Republic of Seattle was bad enough. Fortunately Seattle is a liberal mecca somewhat neutralized by what's basically a Red State. California seems to be determined to f*ck it'self into the 3rd world. Good thing it's nice and warm there since you'll be without electricity or water before too long.

I keep waiting for the non-partisan redistricting thingy we voted for to take effect.
The Dems have drawn the craziest lines to insure permanent majorities. Mix that with Public Employee Union corruption and the lefties control everything here (except my district of course).

If all they are doing is cooling the machinery then isn't the expelled water then release back where it started? Just wondering....

That's typically how those systems work, cooling water is is drawn from the ocean or river, pumped through a series of shell and tube type heat exchangers and then returned to the source. The cooling water would have no contact with the liquid or device it was cooling though it will return a few degrees warmer than it started. The issue with these guys is that the suction screens on the inlet pipping can entrap little beasties or if they're small enough draw them into the system.
