What difference does it make who was first? Canada apparently was on the ground in-country within 6 hours, the US had people on the ground doing what needed to be done probably within the same timeframe isn't that good enough. Haitians are looting and rioting but that is expected - these people are survivors because they aggressively pursue extremely limited resources normally.

There will be corruption and in the end not all the good intentions will be fruitfull but the situation will be improved.
