How do you send the invoice if you don't have to purchase anything?

Must be a slow news day. But, to the earlier posters' point, one of our longstanding rights in the USA is that we can't be required to purchase something to participate in a contest like this. So here's a link to the form to enter without buying anything (except a 42 cent stamp and an envelope).
