I've owned a Honda Reflex 250 (60+ mpg) and a Honda Silverwing 600 (40+mpg). The Reflex will do about 75 mph top speed and will do 60 mph all day long. The Silverwing will top 100 mph so it sounds like either would work for your application but I think a 400cc scooter would be the best compromise of mileage and speed. The Suzuki Burgman 400 or Yamaha Majesty 400 would probably work and have generous trunks under the seat. Just my take...

my speed triple gets 45 reliably, never worse than 40 and sometimes beter than 50. it all depends on where and how i ride. I would suggest that at 70 mph a big scooter is at the far end of it's capabilitys and milage will suffer as such. although I get high 40's at 80 mph, I am sure if I rode around at redline I would get low thirtys too.
