I guess it depends on what you want. In the new category I would suggest the new NV700, VStrome 650, Versys, Ninja 650R, EX500 if you can find one or if you are into frugal the Ninja 250, CBR250, TU250, or XT250. In the used the 750 Nighthawk, Pacific Coast, any of the above bikes or a CB350.
Simple truth is what every you really want to ride is the answer. I do love that TU250 to be honest. It looks like it would be a ball to ride around on.

A narrow light bike with good low-end power should suit you just fine, a dual-sport 650cc Honda fits the bill perfect. You're sitting up high enough to be able to see and be seen. Get a nice luggage rack, and presto, instant commuter bike that you can take off-road as well.

Whatever you do, don't buy a pre-1983 Honda XL500. They run too hot, and are a real ***** to start. Also, the wet-sump design lends itself to thigh burning heat, and oil contaminaiton from the clutch.
