does a Briggs & Stratton have oil-draining capability? I have never changed the oil in one, but my friend Mark says he has actually done it. I usually just get a new lawnmower. Come to think, i have never ADDED oil to one either... hmmmm...

I'm kinda curious about this law myself. What state? What would be the point? How can it possibly be constitutional? I'm not sure if it's clear what benefit a law like this would have for anyone. It could be the unintended consequence of some law trying to discourage 'gray market' cars or something, I suppose, but on the face of it, it makes no sense.
