When the temps get down around 45, I put on a one piece ski-mobile suit........but it's bulky and hard to store on the bike when not needed. I don't ride below 40 because of the chance of hidden icing.

If storage is an issue a pair of pull over ski pants that aren't thick might do the trick.

The trouble with long johns is if you're indoors they get too warm. As Seru said ski pants or even regular rain pants will work to block the wind. A local work wear or outdoor sports store should have a selection. I keep a pair of rain pants in my pannier in case I'm riding in jeans and it rains or turns chilly. The ones I have are for construction work so they're lined and double knees and seat and I think I paid around $50 for them, you can get a pair way cheaper then that though.

I carry these for rain. My jacket is waterproof already. These completely block wind and rain but still breathe a bit. They're also neon yellow which is good for visibility in the rain. |

I always wear Joe Rocket Alter Ego overpants when I ride. They have a removeable waterproof (non-breathing) liner that zips in. When it's cold or raining (or there's a good possibility of rain) I put the liners in. Otherwise I leave them out. They also have CE rated removeable knee protectors, which give me some peace of mind.
