A Buell will be too expensive to import here.
I think I will find an European bike to learn on.
It has to be differet from a crotch-rocket too.

Ah! So! Not in the U.S.!

Then, scratch the Buell idea. I'd recommend an older (five years or so) Triumph Bonneville, or maybe an inexpensive Japanese standard.

You shouldn't have too much trouble finding a supermoto of some kind! They're friendly to ride, easy to fix and no worries if they fall over.

As far as safety goes I think you would be better off with any motorcycle built in the old DDR. You might find an old DKW laying around. While those motorcycles may have terrible brakes and bad handling you will spend so little time on the road due to constant breakdowns that your chances of having a wreck will approach zero.
