First off, how many miles are on the bike? If its got alot, you may want to look into the lifters, they are hydraulic lifters and may be close to collapsing. Iv seen this happen before but not sure if this is your problem.

Not knowing where you live and what weight oil you use, but its better to use a 10w30 rather than say 20w50.It
takes less time to get to the head, in turn lubricating quicker. Hate to be the barer of bad news but If it is a lifter issue the engine will need to come out? Hope this helps.

Does it go "chugga chugga chugga WOOOO WOOOO chugga chugga chugga chugga...and make that clickity-clack noise of the wheels hitting the track expansion joints? Man, you have to pay extra for that on a Harley!
