Insufficient fuel flow......possibly due to:

Fuel filter.
Other obstruction in fuel path.
Bad fuel pump (if it has one).
P e t c o c k not working right.
Tank vent not working.
Floats set too high.
Water or other "crud" in the bottom of the bowls.

A healthy dose of Berrymans B12 Chemtool is recommended too, along with draining the float bowls......but it likely won't completely fix the problem you described.
